ILCAD International Conference on « How to improve safety at and around level crossings” 10 June 2016 in Riga - 11 June 2016 in Tallinn

Since 2009 the International Level Crossing Awareness Day (ILCAD) campaign has been spearheaded by the International Union of Railways (UIC) with the support of the railway community around the world. A growing number of road sector organizations, international institutions (UNECE, IRU…) are also involved in raising awareness of the risks at level crossings in order to change road users’ and pedestrians’ behaviour to “Act safely at level crossings”. Each year a country partner of ILCAD hosts the the international conference to officially host the campaign worldwide. To celebrate ILCAD 2016, LDz (Latvian Railway), OLE (Operation Lifesaver Estonia) and UIC are most happy to invite you to Riga on 10.06.2016 to take part in the international conference “How to improve safety at and around level crossings” with experts from different sectors and countries and to a technical visit on 11.06 in Tallinn.
The event will start on 10 June at 09:30 in Riga with a press conference followed by presentations and close at around 16:00 (see programme attached in annex 1). The conference will be simultaneously interpreted in Latvian, English and Russian.
The main topics to be discussed to launch the 8th edition of ILCAD worldwide are: Engineering, Education/Awareness, Enforcement but also human behaviour, inspection, risk assessment, evaluation, cooperation between the railways and the road infrastructure managers, local authorities, the media.
The 2016 edition will be focusing on safety at level crossings involving “Senior citizens and persons with sensory and mobility restrictions”. A visit of the historical centre of Riga is foreseen on 9 June (16-19:00). The conference on 10 June will also be followed by a visit of the Latvian Railway Museum. All delegates are kindly invited to an official dinner (dress code: casual) on 10 June in the evening.
A bus will leave Riga to Tallinn on 11 June at 09:00 with a break at the border. A technical visit is foreseen on 11 June in Tallinn. Some participants may come back by bus to Riga on the same day to overnight there or take their flights. An informal dinner is foreseen on 11 for those who wish to stay in Tallinn. For those who travel to Helsinki for the GLXS, they may overnight in Tallinn and take the ferry on 12 June in the morning.

Call for papers for ILCAD 2016
The railway community, road safety advocates, international institutions, academics and researchers will meet again to officially launch the 8th edition of ILCAD. This year the event will be jointly hosted by LDz (Latvian railways) on 10 June 2016 in Riga OLE (Operation Livesaver Estonia) on 11 June 2016 in Tallinn
The public targeted in 2016 is: “Senior citizens and people with sensory and mobility restrictions”.
